I think that it needs to be uploaded. It shows how the railroad tried to create a new image for themselves.

No. Illinois Central has not operated trains since 1999, which is the point in saying that it stopped operating in 1999. Existing as a paper company doesn't count as an operating railroad; CN has operated the IC lines since 1999. Also, what on earth is your signature??? And once again, Illinois Central isn't an operating railroad, it's just a shell corporation used by CN for its U.S. operations, as I already explained.
