1. The image is illustrating the subject of the article - the subject is no longer alive, hence a free alternative is not at all likely to be available until copyrights expire.
2. The image is low resolution and is not infringing on the copyright owners' ability to use the image.

To quote Wikipedia: "As a general rule of thumb, Wikipedia allows low-resolution images of copyrighted material if they are unlikely to affect the potential market for the material, are used for the purposes of analysis or criticism, and for which there is no alternative, non- or free-copyrighted replacement available." Image here is thought to fall under fair use, since it is a low-resolution scan from a book.
